So, I've noticed that most of them focus primarily on the actual crash that results. So I came up with an idea for a different approach where everything is only implied, and I think it might be even more powerful than current stuff if it was done professionally.
It opens with a bell ringing at a school as all the kids gather their things and the teacher waves goodbye. It follows one little girl as she finds a place to sit with the other "car riders." Then it cuts to a full view of the group with the pick-up lane between the kids and the camera. It fades to a smaller group, then to an even smaller one, and finally to a minivan pulling away revealing just the one little girl, still patiently waiting. It fades in and out a few more times, each showing her in a new position, laying down, reading, etc. Then it just cuts to black with the whole "It can wait." or whatever, and that's all you get to see.

That would work I think. Has the sort of emotional hit without the gruesome shock tactics they often use in PSAs now. It's hard to relate to the over the top, obviously fake crashes they sometimes show but that could hit quite hard.

I like it, the only thing is that it would need a stronger hook to texting while driving.

Similar idea, but the camera is focused on one girl among a group of others. Girl it's focused on is looking straight at the camera. Friends around her are texting/selfieing/etc. Slowly zoom on main girl, fade out friends one by one. Finish on girls face, then zoom out again. Now she's wearing a black dress, a tear in her eye, and where her friends were are wreaths. Black screen: "it can wait. Don't text and drive"

Yeah, or the girl receiving a text like "I'm on my way" or something like that, obviously coming from the parent.
